The complexity of technological change may lead simultaneously to both specific overestimates of the prospects for success and general underestimates of the eventual scope of feasible achievements. In this talk I draw on existing theory and research to identify some of the dimensions along which technological changes associated with a "bioeconomy" may be complex, in the sense that many elements must be coordinated and controlled for their successful introduction. While such an analysis suggests caution in making specific forecasts, it leaves considerable room for optimism more broadly. |
